[Results] Prelims 2020 Over - Gearing for 2021

Don't you guys think the SOPs(see link below) by AIIMS experts  for neetwill be followed in UPSC too? Looks like the govt is determined to conduct NEET n JEE in Sept. Coz if they are conducted then UPSC will be too on the following lines. These SOPs are quite elaborate and with UPSC "gearing up for the interviews amidst the covid pandemic".  Any opinion on this?

पढ़ लो, 2 महीने पहले भी यही बकर पेल रहे थे । 4 महीने का टाइम दे दिया अब भी वही बकर चल रही । UPSC ने सेंटर बदलवा दिए हैं, नए स्कूल भी खरीद लेगी सेंटर्स के लिए , हर सेंटर पर बच्चे भी कम लेगी, प्लास्टिक शीट्स भी लगवा देगी बेंचेज़ पर कवरिंग के लिए, invigilaters को PPE किट्स भी देदेगी और बच्चों को एक मास्क और face shield sanitiser किट भी दे देगी जरूरी हुआ तो - मगर एग्जाम अक्टूबर में ही होगा । 😎😎😎

श्रीमान, हम आपकी बात से सहमत है, लेकीन-

१. बेंचस पर प्लास्टिक शीट लगाने से क्या फायदा, अपनी तशरीफ तो व्यक्ति को उस पर तब भी रखनी होगी। 

२. यूपीएससी के सेंटर बदलने का जो विकल्प दिया था उससे तेज तो आईआरसीटीसी की वेबसाइट पर तत्काल टिकट बुक हो जाता है।

३. इस कोरोना महामारी के बीच तो मोदी जी, अमित शाह भी नहीं बता सकते कि परीक्षा हो पाएगी की नहीं। (हम सब उम्मीवार ४ अक्टूबर ही तह मान के चल रहे है)

४. बकर करने से उम्मीदवरों का मानसिक संतुलन बना रहता है और ऐसे प्रश्न मन्न में उठना कोई असमंजस की बात नहीं। सब अपना दुख सुख बाट रहे है यहां। 

नोट- मास्क तो सब उम्मीदवार खुद ही ले आएंगे, सेंटर पे मिले या ना मिले।

@Kira0705 That was only for the medical right. Could you plz describe the whole process of interview- all arrangements and precautions that were in place from entry to exit. 
And wasn't it  in the news that dopt has decided that candidates for interview can get medical done in states/uts. Maybe they knew that it would be tough for such arrangements in medical process as hospitals are  overloaded.

@Kira0705 Dont compare it with JEE/NEET those are exams for 17/18 year olds UPSC exams are for adults who are required to understand what is physical distancing and how to follow , with proper social distancing , centre change and safety measures exams will be conducted , if you are scared feel free to be absent on the day of exam (this is what dopt will say)
Ok thanks for the clarification. But iit neet students who are 17-18 are also mature enough to understand the situation. It doesn't need rocket science to understand this. That is why they took the issue to Twitter for July exams. Rest yes you are right pre may be conducted on 4th Oct.

I am pretty sure UPSC would make similar levels of preparations for pre as well and would conduct on 4th oct , some panel members are asking candidates to remove mask and speak so even they are not afraid now

Mask may be removed but still was at a comfortable distance from the members. They asked as they couldn't makeout properly or voice was muffled.

PS - some of us are in our penultimate attempt, age wise too. Though a minority. So cannot be just absent. It is literally do or die for some.

UP Pcs has added a new centre for mains- Ghaziabad bcoz of the ongoing pandemic. Apart from Lucknow n Prayagraj. Total 3 centres. 

Hmm if UP-PSC  is trying their best, i guess it is a sign. However anything can happen but still. And only 6k sit for UP mains. Thoughts?

Keep your parents and yourself safe. We managed to find a bed for my father with much difficulty. The hospital has only one ventilator which is already in use. I'm praying he won't need it. I've been sick for two days, i doubt if i will get a bed if i need one. No exam should happen.

What the hell just happened in CET case. It was in favour of students. Now little hope for UGC case in SC. Situation is getting worse. However GoK is keen to conduct exams before JEE as the private colleges will secure admissions. Filling up their coffers.  And yes the judge was changed after the first sitting. May god help those students appearing for KCET. Bengaluru is the worst affected district in Karnataka right now. 
I still feel Pan india exam is really tough in the current situation. Though not in favour but still nothing should be done in a hurry. Apparently"live with covid"has been deciphered wrongly by the masses. They totally forgot a sizable section cannot live with covid.

I am not able to understand as to why is Karnataka government hell bent on conducting the examination? If majority of the students are opposing it, then the govt should,politically speaking,simply pay heed to it.

Or is it just a minority who want the exam to be postponed?

So that private colleges can secure admission and fill up their coffers before JEE and other national exams. Money once spent cannot be returned even if the candidate is selected for IIT and other colleges.

Will exam gets postponed?

this question has no answer. It is popping up in almost every aspirant's mind and not only UPSC, i mean all competitive exams aspirants- JEE NEET. If you go on quora there are a plethora of questions asking the same- 


" will jee postpone further  from September?" 
"will Neet be conducted in September?"


And aspirants are puzzled, even CLAT students are puzzled as their exams are next month. 


And there are 2 types of groups amongst these aspirants

1. Who want postponement 


2. Who do not want postponement (mainly so called droppersin jee neet terms)
and they are fighting and abusing each other like anything. 
However both the groups are right in their own sense (speaking about serious aspirants). 


So it's not only us UPSC aspirants who are going through this turmoil. These late teenagers (about 30  lakhs +) are facing the same stress. Same reasons FOR and Against that are being represented in this same thread. 


We are not alone, every student in the country is facing the same problem. Many have been affected by Covid like our brother@Phagocyte . Not only aspirants but their parents too. 
So coming back to the question- Yes jee and neet is not the same as UPSC but it can be a litmus test for other National exams. Will show the mood of the respective bodies- how well they think they can manage it. Cause acc to me SOPs good look on the paper, ground reality differs. And yes not to forget aboutNDA, in a week we will come to know. However nothing can be said with full confidence as of now. Till now UPSC has been performing well by keeping in mind the dangers involved- be it interview or postponed pre. 


At this crisis moment we can just keep our families and ourselves safe by not moving out unnecessarily. Covid is a curse for many. Keep your spirits high and meanwhile focus on 4th October.

Mockery of Social distancing in Karnataka cet

Just look at the comments on you tube for this video.


Seeing all this It has made me thinking now govt is adamant and stubborn on the issue for exams. By these recent events I don't think UPSC will postpone any further. May god help us now. Plus see UGC's reply...they are not even 0.5% in favour of postponement let alone cancellation, only relief is a future date for exams that too for those students who cannot appear till September.  (little hope for the case in SC today)

I wish whatever the govt and exam authorities decide be in the best interest of the candidates. Situation is getting worse and by progressive  unlocking everything I guess in September some parts of the country a small number of educational institutions might open though parents are opposing it.  

UPSC and other exam authorities should take all pros and cons in consideration and continue with the decision. All the best. I am not suggesting anything here, just wrote what I felt the present govt's stance is.  I may be completely wrong.

Since herd immunity is not an option as accepted by ICMR I don't know what are they going in for by conducting exams?!!

@Lbsnaa2021 Doesn't matter as long as you have an eligible degree and are fulfilling other conditions like age etc.  No one is going to ask about your attendance. Just go through upsc's notification first to clear your doubts.

Note : The result of Civil Services Examination, 2019 is subject to changes, if any, that may be necessitated by the orders that may be passed by the Hon’ble Courts in matters pending before them.

Exam on 4th October seems to be real possibility now. The way KCET has been held, it's very much possible that Upsc will be conducting examination on time with necessary precautions. 

Probably everything will play around the actualisation of Federalism. Any All-India Exam will require active coordination with States. Lets see how it pans out.

I don't know if the states can stop it, it won't be conducted only when there will be logistical issues. Given what happened in KCET. Also for jee less than a month remaining and not even a word by govt only that parents n students demanding postponement till situation is under control.Plus NDA too looks like a green signal.

@Albatroos1989 well even i can't drop, it will continue but 50K cases per day won't, this will surely fall. it is now stagnant around 50k cases, so at least we can say it will sometime in future. if this was the situation why CLAT got postponed even though 77k appear and CBSE and ISC got cancelled even after providing exam centre nearby. 
Khaer whatever is the situation both sides are correct, let the authorities decide. 

PS- you might have a job, some of last attempters do not have a job for years.

Bhai ek dum Dil, Dimag, Kidney, Liver sabki baat boli. I 100% agree with you. Few stories are printed. The rest even don't care if their story becomes a story or gets out in the market. Good eg. adding to that, The model was also 1st time attempter and definitely a very good academic record though only the model thing is being so much highlighted in newspapers and social media by Senior Ias officers esply, similarly stands for others, and we never do any background check. We assume everything to the word they say. If we delve deeper there are some other supplementary stories to them. eg. in 1st attempt qualifiers we don't know how many years the person has put in, some start since 12th class or from college 2nd/3rd year. Some are academically brilliant-means studious throughout who have a lot of experience about competitive exams.  Some have better amenities or from a much better socio economic background.  Nonetheless from every aspect and circumstances people are selected as UPSC is unbiased. 

We assume everyone is either anundisputed championoran underdog.

and that guilt thing is to the point. Comparison is always the enemy. Thanks for clearing this up. Out of 100 stories we focus on only those 15 stories who wethinkare brilliant, just like prelims we tend to focus on those 15 questions which are teaser questions and we extrapolate the whole paper to it  and even for next year. 

Thanks buddy@rashivfor saying it out clearly. And don't believe what all stories are printed or said. Already qualified people can ascertain this fact.

Edit: adding to that what if those role/ideal aspirants had to go through your circumstances. Means - all facilities, socio economic circumstance, family problems, past mentality, education background ,break ups etc. their results might have been different or at least not similar. Most of these stories are tweaked/modified for market success.

It's about travel hassles. 
There is still cases rising in Maharashtra. And I don't think by end of August it will go down. There still is District Lockdown (update me).  
Bus service is not yet resumed. 
Also, I doubt Boarding  & Lodging will start (Rather I'm afraid to stay) 

And my Centre is 150Km away. 

It's OK to say it, if you are living in same city as your Centre. But there must be many people me as well. 
But you are right, extra time won't improve your preparation for Civil Services. 

Hope everything works out. 


Yes I agree, I don't know why people are assuming that whoever is asking for postponement has a motive of extra time. True it won't change anything preparation wise. But there are genuine concerns about travelling and lodging. And the biggest factor is - if you contract covid, already the gap has been reduced to 3 months b/w pre and mains. imagine the loss that the candidate will suffer. This is not free and fair exams. 

There might be some malafide demands but maximum are genuinely concerned about family and their own health. And don't give suggestions like you can drop this year- what if they also have commitments and financial burdens, better than extending their preparation till June 2022, 

And i don't think they will merge any exams. Take a clue from state PCS, though they are late they conduct the exams separately for every year. they will fast track the prelims results and the mains. Still 2020 can be completed before july end 2021. 

And lastly if this is the stress you can't face in life, there will be much bigger challenges in any service and definitely in life; when you will look back this will look minuscule. So be it 4th October or November or December we should learn to cope up with the circumstances. Our condition is not worse than those poor migrants who had nothing. Sorry for the gyan but had to say. To sum it up be prepared for 4th oct and if it is postponed better than sulking make the best use of time and make sure you get a rank and are freed from this cycle.

@Naren752 EWS certificate can be obtained from District Collector's office. You will have to fulfill the conditions and show necessary papers. But you know since everything can be obtained either by hook or crook. Many and when I say many understand that it is a huge figure - non eligible EWS ppl have obtained EWS certificates.

Well ye toh nahi pata but post recruitment the cross checking process is a confidential one. It is done via the DM with the help of police machinery. A certain amount of risk is involved. Why take risk. Itni mehnat se aaoge and raddh kar denge selection...kya faayda?

@Patootie My friend's father is an IFoS officer (retd.) They live peacefully within the society. They are SC. No one ever discriminated with them. All eat together, play together and pretty much everything else. Does my friend need reservation??? And sorry i don't want to continue further here as this is a very sensitive topic.  Reservation must be there definitely be there but for the deserving. 
After independence there are 2 classes within the reserved categories, the so called developed SC class takes the benefit and the real deserving SC doesn't get them. As someone pointed earlier so many"meenas"but no "manjhis

On the other hand, the house help's daughter who is also SC and the mother is the sole bread earner. Do you think her daughter will become an IAS. So much irony...that house help sits on the floor in front of them, have separate cups and utensils. height of hypocrisy. Discrimination kaha ho raha hai khud he dekh lo. And this is the story of most households. Exceptions are always there.

PS- the house help's daughter wants to become SDM. I can't even describe what their condition is.  Reservation won't help her, cause some developed SC will bag the place. Personally I have no grievance against any reservation policy except if you are adding communities to the list then Plz exclude the developed ones.

nahi bhai, I had a word with some candidates personally. Many are skipping it. Just read this article. Had insider info- Adm. knew many would skip the exam. This is not a recruitment exam, a full fledged course. And there is rampant corruption in these exams.
 Obviously the poor ones who have no choice are the worst sufferers.

An appeal and an explantion:-

1) one of our forum members - @chanakya,  started an initiative to write a full length Prelims test per day and share the analysis atDaily Prelims test - ForumIAS. we request more participation . preferable timings 3-5 everyday. for more details visit the above link.

2) The postponement petition started two days ago(https://www.change.org/postponeUPSCprelims2020)  already received 3400+signatories. Please go through it and share it in your social media circles. Interestingly, I found two other petitions with similar reasons going on internet. It validates our point.  Some of the forum members are DM'ming me whether they can copy the content to use in emails,tweets, quora answers.  Be prepared ab toh lag raha hai 2lakh/day bhi ho gaya these guys won't stop. SC muted some lawyers, and something like that. The youth is losing faith in judiciary. KCET was 2 hr break. UGC case is 2 week break.

Okay this may not be of much use, but i got info from a high level employee of Indian Railways that trains not to be functional till 30 September at least, obv except those 200+ spl trains. 

Any info obv might change as govt may change the decision accordingly, but for now this is true. Wonder even if they run trains from 1oct, how will everyone ensure reservation in 2 days, general wala dibba not plying. 🤔🤔

Maybe upsc wants candidates to do "chaiya chaiya" on the roof of the train. Also will boost immunity.

@yummy see they are definitely doing a good job. I am not blaming for that. But for upsc civils many were not allotted centres. I personally know many ppl who couldn't change centres. 
I think you haven't seen the crowd in UP Bihar when upsc conducts exams. Many poor people sleep at railway stations, give the exam and go back the same day. And not only poor in economic sense, many lower middle class candidates do the same. Plus upsc didn't inc the no. Of districts unlike jee neet where centres were inc 5-10 times. Plus jee is in slots spread over many days. Neet also has 150 districts while upsc has 72. So those trains will not do a good job then on 3rd or 2nd oct. Many ppl complained how they had to travel during floods and covid without public transport for COMEDK And also those 200 trains is nothing compared to the 7000 regular passenger trains during pre covid times. If you count all there were 12000 odd trains. The hinterland is not covered. Major capital cities and primate cities are not a problem here like Delhi to some similar big town. 
Plus why do you think so many big shots and majority of students are in favour of postponing jee n neet if transport or situation is so normal.  Even youtubers & recently S. swamy, Manish Sisodia joined the bandwagon. 

But my friend these debates are now useless, trains or no trains upsc is on 4th oct. & Since our time is precious let's not escalate this into a debate further. You are free to comment. I must go now.

@Bawra man well it doesn't matter now. There are 40 days, as i said earlier our exam is on 4th oct. So no point placing the facts that too we have no data for. It is hard to tell how many serious ones want postponement and how many don't. This is just a stereotype. Untill you don't qualify this exam ..  society ki nazro mai you are a non serious aspirant.

With all due respect bhai log, postponing the exam is the right thing to do for now. The entire logic would converge to this. I am not talking about the political aspect of it, let the government take care of it. My entire concern is with regard to “ we the aspirants of upsc”. They are two:

1. By what logic do the supposedly “serious candidates” want prelims on 4th oct

2. why are those declared as “non serious” upon talking about exam postponement when by all logic it is the only sane thing to do.

Is it because “ exam hokr rahenge” has become the majority opinion so we are all aligning our own opinion accordingly? Shouldnt there be enough space for counter opinions esp when it is logical as well. At least for the sake of forum leave alone democracy 🤓🤓

Well let's see there is 1 more meeting of NTA on 25th aug.(not sure abt this) Let's see what they conclude this time. However NTA & Education ministry & our poet of modern India has given a formal statement that exams will be held.

Did anyone give any mock with mask on? I did, it was really uncomfortable...2 hrs was a very long time, had to pull down the mask like everyone in the bazaar to breathe. Forget the fogging on spectacles, the mask becomes moist and starts smelling too and it doesn't help if you chew some mouth freshner. 

Man have to really get used to this. Or maybe they should arrange seating with a good enough distance.

irrespective of the SOP i personally think that the discretion lies with the supervisor in the exam hall.....just like they check the type of watch wore by aspirants to determine if the watch is digital or analog..... of course the two situations cannot be compared but i think you got my point....

True....but what an irony...we ourselves cannot follow SOPs, how is everyone so confident about the SOPs

During UP - PCS prelims in dec 2019 at my centre they weren't even allowing anyone a wrist watch. I had to convince them that analog watches are okay, only digital watches are not allowed. In the end they allowed. But yes you are right depends upon the centre, most are lenient.

I think if in case jee neet is deferred, then too civils won't be as there is no mention of upsc in these protests. No one is talking about NDA & forget civils. That is toh not mentioned anywhere, hardly 5 days for jee, nothing will happen.

My personal view-These are all man made rules - academic calendar, sessions etc. They are not natural laws that cannot be tweaked acc to  exigencies  - like earth's rotation,  etc.

So point is the govt can do but will not do. They rule with an iron hand. ✋🔩

This doesn't concern UPSC but since many here are giving UP mains....what the hell is UP govt thinking. 22-26 sept mains. just a week before prelims. Weekend lockdown -sat n sunday have been extended till 30th sept. No gatherings, social, religious etc. coz there is a surge in cases. But mains couldn't be held later. For exams they will open everything on weekends.  Even last year mains was in oct 2019. The testing in UP is limited to main cities barring a few.  What is the sense all of it don't know. The exam spans over 5 days with one day gap- don't know how will poor rural candidates manage this

But if JEE NEET n this UP govt conducting all exams like PCS mains, B.Ed.; the govt will definitely say that it is safe to conduct exams. They have lost it.

@vikkyanthro28607 I know that is what I am saying but bhai...my concern is, many appearing in UP pcs mains are going to give UPSC prelims & every year they keep this in mind and schedule the dates accordingly. Plus crowd is less 6k butonly 3 centres. Moreover if our point is covid for UPSC - transport & lodging, think abt the candidates who will have to stay for5 daysminus the travelling time. and as seen in the past months many from here- Forum are appearing for it. I mean the dates n covid is messing up here. Plus ye UP govt ki covid related taiyarri is sub standard. Don't know how will they manage for 4-5 days. 
BEd and all were 1 day exams like pre....even that BEO was 1 slot exam and around 24 cities.

and this is what i am saying,if these exams are being conducted govt will give these eg.s as an excuse for upsc.

  1. Should a husband whose wife will be 5-9 months pregnant on the day of the exam travel 100-150KM and give the exam?
  2. What about a woman who is pregnant?

hello people I need some advice,

This is mylast attempt (penultimate)at UPSCand I have  UP(uttar pradesh) PSC  mains from22 to 26th Sept just 4 days left.(25th is off) I am very confused about it.

Should I skip it or not -the UP PSc mains 2019.Obviously I haven't studies for UP mains exclusively, studying only for prelims right now since this is my last. Means even if i were to appear for UP mains it would be for the sake of appearing right now. I have cleared UPSC prelims before. Friends and family are of the view that i should appear for UP mains as well. You all can relate how everyone says that it is UP mains, you will sail through and all that.

What advice would you give. I am nervous.

I know it will sound very stupid from a person who has this and only attempt in hand, but as i mentioned friends and family want me to give as I have now a guilt that if I leave the mains I would commit a blunder, but another question lingers what if I can't perform in prelims then all these years will go in vain.

I have cleared prelims 4 times so far and this is my last attempt.

But never I found myself mentally unprepared for prelims like this year. I really don't Know what I did so far. 

Corona + isolation from past 5 months especially during lockdown and unlock period 1 from march to beginning of July as I live alone(i ate processed food during these months to sustain myself) + no library + last attempt pressure totally messed me up.

In past five months I haven't gone out anywhere except to get milk or to get tea/sutta.

Imagine facing heat of last attempt and fear that if I get infected then everything will be ruined along with my attempt.

Yes, I have to blame myself for not able to fully cope up with the change but man there is seriously a limit to what someone can handle. SC did gave me hope but it added layer of confusion on already too much stressed mind that too just few days before exam.

If UPSC didn't notify about this relaxation before this year prelims then It will be big middle finger to all those people who have their last attempt this year. 


System and rules exist for human sake and not that humans exist because of system and rules.

Even our constitution comes up with amendment provision so that it can be modified as per time and circumstances but a recruitment exam can't be merged next year or postponed until situation becomes more healthy because we have some laid down rules to follow lol 

Making system and rules too rigid just defeat it's purpose.

Anyway, just taking out my frustration early morning lol

Moreover I don't understand if a person misses this attempt, her/his attempt won't be counted waise bhi (and can appear next year if the age limit is not breached), but many of us are having this compulsory last attempt due to age limit. So we have to appear- no choice."chahe 7 samundar bhi kyu na paar karna ho".There is confusion everywhere. Also there is no official statement by UPSC. So compulsory last attempters  do not have the choice to skip I think. Hardly 3 days left. Whatever decision will be taken I think will do justice to everyone.  

Don't know whether they will provide extra attempt to those who are appearing and have reached the age limit this year-? or only to those who are skipping.
