Is Judicial review Applicable with respect to the Pardoning power of The president?

The judicial review on Pardoning Power of President is limited on i.e. SC can have judicial review only on the ground of arbitrariness and not on any other grounds (Maru Ram Case 1980). So Presidential power to Pardon is subjected to limited judicial review.

Yes ,Judicial Review is necessary for all the decisions taken by President otherwise it will be a dictatorship.
