At what time one has to join coaching for civil services whether to join after reading of basics or completion or partial completion of booklist(especially for mains)?

There is no 'has to'. Most institutes usually start from the basics and allow you to study with them. But it's also a good idea to at least go through the syllabus and basic books once before taking a class. Another thing I would suggest is that take module wise coaching instead of a complete pack. For eg: M Puri for GS 2, Mrunal sir for Economy, Lukmaan or Orient for Ethics, Baliyan sir for History and Culture etc. This way you can also take classes only for the subjects that you want to.

It depends on the mentor which whom you are enrolled that whether he starts from the basics or he requires you to have at least one reading done. I will suggest you to join module wise as this way you would have freedom to join best faculties in the respective subjects for which you are seeking mentors. You may join Md. Tariq Khan for history, M. Puri Sir for GS II (but only after completing basics first), Zulfiquar Md. for GS III and Atul Garg Sir of Orient IAS for GS IV. Apart from them, you may join Shabbir Sir for Essay and Ravi Chokkalingam for Current Affairs (If I am not wrong he has started his course again).
